Mortgages for Foreign Buyers in Cyprus

Understand non-permanent-resident eligibility, LTV examples, deposits, terms, income checks and mortgage costs without turning a product example into a national promise.

Foreign buyers can obtain property finance in Cyprus, but mortgage eligibility is determined by the lender rather than by one national rule.

Keep three layers separate: regulatory lending limits, a bank’s published product terms and the offer a particular borrower receives. OwnASea therefore does not publish one universal Cyprus mortgage LTV or foreign-buyer mortgage rate.

Eligibility

Can foreigners get a mortgage in Cyprus?

Yes, subject to bank eligibility and underwriting. Current public products show that lending is available beyond the narrow category of Cyprus permanent residents.

The reviewed Eurobank Holiday Home Loan expressly addresses permanent and non-permanent residents of Cyprus. Its Real Estate Loan also states that it is available to permanent and non-permanent residents and can cover investment property, buy-to-let property and land.

This proves that a non-permanent-resident product exists. It does not mean that every foreign applicant living abroad automatically qualifies. Residence status, nationality, income, existing obligations, source of funds, valuation and credit policy still matter.

Regulatory context

What does the Central Bank say about LTV?

The Central Bank of Cyprus provides macroprudential context. A November 2025 statement described an LTV limit of 80% for new first-residence loans and 70% for new loans for the purchase or construction of other immovable property.

These percentages are not guaranteed customer offers. A regulatory ceiling is not the same as “the bank will lend me 70%”; underwriting can produce a lower offer.

Equity contribution

How much deposit should a buyer expect?

A product offering up to 70% financing implies at least 30% buyer equity before transaction costs. A product offering up to 65% implies at least 35% equity. These are illustrations of the cited products, not universal minimums.

Purpose matters

Are investment properties and land financed?

Yes, dedicated products exist. Eurobank’s Real Estate Loan covers investment property, buy-to-let, construction or renovation and land, and is stated to be available to permanent and non-permanent residents of Cyprus. Bank of Cyprus separately publishes investment-property lending within its housing-loan range.

Owner-occupied homes, holiday homes and investment property should not be assumed to receive identical financing. Bank finance for land is also separate from the legal question of whether a particular foreign buyer may acquire that land. See Buying Property in Cyprus → for ownership permissions.

Product-specific terms

How long can a mortgage run?

Loan term and age limits are bank- and product-specific. Eurobank’s cited Holiday Home example runs up to 25 years or age 65, whichever comes first. Bank of Cyprus publishes holiday-home lending up to 35 years for its permanent-resident product. Ancoria publishes 5–35 years and an age-65-at-maturity limit.

Affordability

What income does the bank check?

Mortgage approval is based on affordability as well as collateral. Lenders can assess income, living costs, existing commitments, property value and the applicant’s wider economic and transaction profile. Payslips, tax or social-insurance documentation and evidence of other income can be requested.

Foreign-earned-income acceptance remains under review. The public material confirms that non-permanent residents can apply and that income documentation is assessed, but it does not establish a Cyprus-wide rule that all foreign-earned income is accepted. The answer can depend on bank, country, currency, employment type, documentation, tax records, income stability and AML/source-of-funds checks.

Is a Cyprus bank account required?

Banks need a mechanism for disbursement and repayments, and a particular product may use a dedicated or linked account. OwnASea has not verified a national property-law rule saying every foreign buyer must already maintain a Cyprus bank account to qualify for a mortgage.

Application file

What documents can a bank request?

Requirements differ by applicant. Current bank guidance illustrates common categories: identity and contact information; employment and income evidence; other income; existing commitments; and additional economic or transaction-profile information where required.

For the property, a lender can request the title deed, planning or building-permit evidence, architectural plans, valuation material and construction timetable/cost analysis where relevant. The exact checklist changes with the case.

Purchase price is not necessarily bank valuation. If a buyer agrees to €400,000 but the bank values the property at €350,000, the financing calculation may be based on the lower valuation.

Separate mortgage cost

Is a mortgage registered on the property?

Typically, yes: the property serves as security for the loan. The Department of Lands and Surveys charges 1% of the mortgage value where applicable for registration in the government-controlled areas.

This is a mortgage-registration cost. It is separate from the purchase transfer/title-registration regime and must not be added to the Passport’s purchase registration_fee as though it were the same charge.

Total borrowing cost

What other mortgage costs can apply?

Depending on the bank and product, borrowing can create arrangement, documentation or legal fees, valuation, mortgage registration, life insurance and property insurance costs. Compare APR and total borrowing cost rather than a headline interest rate.

OwnASea deliberately does not hardcode a current Cyprus mortgage interest rate into an evergreen Passport guide. Rates and margins belong in dated bank-product or market-data coverage.

Lender-required insurance is a loan condition, not a universal rule that every unfinanced Cyprus property owner must purchase the same policy.

Two separate decisions

Mortgage approval does not replace acquisition permission

Bank approval answers whether the borrower and security are acceptable for a loan. Property law answers whether the buyer is permitted to acquire the property.

A non-EU buyer may still need District Administration permission even if a bank is willing to finance the transaction. See Buying Property in Cyprus → for the ownership route and conditions.

Example: a €300,000 holiday apartment

A published product allowing up to 70% financing could imply a maximum illustrative loan of €210,000 and buyer equity of at least €90,000, before acquisition and mortgage costs.

This is not a quote. The actual loan can be lower because of valuation, affordability, applicant status, existing debt, property type, maturity, credit policy or additional security.
